Roberto La Rhumba

Latin American film star and singer from teen comic book Cookie #1 (April 1946). His version of "Don't Fence Me In" (Don' Fance Me Een") plays on the radio.

Visiting ugly cousin Aggie Witherspoon is a huge fan. She's after Cookie O'Toole, so he lures Roberto to town to meet his fan, so she'll leave him alone. Then, shenanigans. Roberto's career takes a hit, but Aggie stumbles into a contract to make comedy films with Elegant Pictures, Inc.

Probably a parody of real Latin American actor/singer Desi Arnaz Sr.
