Music-themed supervillain who was the nemesis of the "Silver Age" version of superhero The Flash. He first appeared in the story "The Pied Piper of Peril!" in The Flash vol. 1 #106 (May 1959).

His real name is Hartley Rathaway. He was born deaf to wealthy parents who funded a cure for his deafness. He became obsessed with sound, learned how to hypnotize people with music, create a hideous polka-dotted costume, and turned to crime.
