Titular Celeb from Charles Peattie and Mark Warren's Private Eye comic strip (premiered May 1987). He's a washed-up 50-something rock star from South London living on past glories.
In 2002, it was adapted into a BBC1 sitcom starring Harry Enfield (also titled Celeb) that was...not good. This review from The Observer gives you a feel for how badly received it was.
That same year, the strips were collected into a graphic novel titled Celeb: The Original Gary Bloke from Private Eye.
