Poorly-themed Batman villain from "The Bandit of the Bells" story in comic book Batman #55 (October-November 1949). His real name is Ed Peale. He becomes obsessed with bells, goes insane, forms a gang and commits bell-themed crimes. He has no superpowers or supergadgets, yet still manages to beat Batman twice, before Batman brings a bunch of cops as backup the third time.
