Otherwise nameless scuzzball from the Dan Dennis, F.B.I. story of Centaur Publishing comic book Keen Detective Funnies vol. 2, #12 (Nov 1939). He has invented an Organ of Destruction and uses it to destroy the Brooklyn Bridge.
Part two, in the next issue, Dec 1939, has him escaping from jail and dealing with organized crime types who want the organ for themselves.
