Chief engineer of Vault 92 in the 2008 post-apocalyptic role-playing game Fallout 3. Unbeknownst to him, the vault was not actually meant to preserve talented musicians. In reality, it was a brainwashing experiment that ended poorly for all involved (as most vaults in the Fallout universe seem to do). He's not actually seen in-game.
